The following provision is indicated in the first paragraph of the Article 30 of the “Regulation on Increasing Energy Resources and Efficiency in Energy Use” published on the Official Journal no 28097 and dated 27/10/2011; “The General Directorate makes surveys or has the companies make the surveys in order to determine the measures for increasing the energy efficiency in the buildings which are liable to appoint an energy manager belonging to the public sector (Total construction site is 10,000 m2 or above or Annual Total Energy Consumption is 250 tons of oil equivalent and above) and their benefits and costs. These surveys are renewed once every ten years. The General Directorate gives priority to the buildings, whose annual total energy consumption is high, when these surveys are carried out. The State Institutions and Organizations meet the requirements required for carried out these surveys. The allowances allocated in the budgets of the institutions and organizations for the maintenance and continuation in the years following the survey completion are used primarily for preparing and implementing projects concerning the measures determined through these surveys.”Within this scope, the General Directorate of Energy Affairs (GDEA) has initiated detailed energy audit activity for for registered public buildings through authorized Energy Service Companies (EVD). The energy efficiency audits and the preparation of the building energy identity certificates of 166 public buildings have been completed in 2014 by this way. Besides detailed energy efficiency audit reports have been evaluated by GDEA. On the other hand, in the next period activities to be continued in line with determined programme for other registered public buildings.
Also, The following provision is indicated in the first paragraph of the Article 10 of the “Regulation on Increasing Energy Resources and Efficiency in Energy Use” published on the Official Journal no 28097 and dated 27/10/2011; “ energy audits are made in the business enterprises consuming fivethousand (5,000) TOE annually and in the buildings having a usage area more than twenty thousand (20,000 m2) used for commercial or service purposes. These audits are renewed once every four years. According to this provision studies to complete these audits have been started in 2015 and up to January 2017 audits of 270 business enterprises and 220 commercial or service buildings have been completed and delivered to GDEA.
