FOR CONSULTANCY SERVICES ON
PREPARATION OF GUIDELINES FOR EPC CONTRACTING FOR ESCOs AND CASE STUDY DEVELOPMENT

The Government of Turkey has received a grant of US$ 940,000 from the Global Environment Facility (“GEF”) in order to assist in financing Part D-Energy Efficiency Policy and Project Management Support to MENR of the Small and Medium Enterprises Energy Efficiency Project. Funds will be channeled to Turkey from GEF through the World Bank, acting as an implementing agency of the GEF. Directorate General for Foreign Relations and EU of the Ministry of Energy and Natural Resources is the lead implementing agency of Part D.
Directorate General for Foreign Relations and EU of the Ministry of Energy and Natural Resources intends to apply a portion of the funds to eligible payments under the contract for the consulting services (“the Services”) to include (i) assessment of energy services market and identification of successful models and prevailing barriers in Turkey (ii) development of 3 case studies demonstrating alternative EE service contracts that could qualify as ESCO transactions (iii) development of guidelines, sample documents/contracts and identification of key changes to the legislation (iv)organization of a final workshop for the dissemination of outputs/products.
Duration of the services is envisaged as 12 months.
General Directorate of Foreign Relations and EU of the Ministry of Energy and Natural Resources now invites eligible consultants (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (including list of references of institutions and organizations with the names of contact persons, and the work completion certificates from those institutions certifying that the company has completed its task satisfactorily).
The short-listing criteria are:
• Experience in EE in industry/SMEs
• Experience in ESCO markets (preferably in more than one country and in developing markets),
• Experience in developing energy performance contracts, sample documents/guidelines,
• Experience in EE market in Turkey or in the region,
• Staff capacity in on the above.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011.
(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub-consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expressions of interest in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing.
A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the World Bank’s Consultant Guidelines.

Expressions of interest to be clearly marked “Consultancy Services on Preparation of Guidelines for EPC Contracting for ESCOs and Case Study Development (MENR-CS-03)” must be delivered to the address below by November 17, 2014 till 10.00 (local time) hours by hand delivery or courier service or e-mail together with an application letter including the necessary qualification documents, name, address, phone, and facsimile number of the company. Applications sent by fax shall not be considered for short listing.
